When a group of Central High students and other teens gather at the Stillwater Motel to celebrate their victory at a volleyball match, things get out of hand. The word spreads that beer and hard liquor are available, and as more high-spirited teenagers join the party, it becomes totally out of control with a great deal of noise, fighting and vandalism. The police are called and Amber and Janie are held responsible for the event. But this is no ordinary town. This is Elmwood, and the citizen's of Elmwood are firm believers in the application of good old-fashioned corporal punishment to keep their unruly offspring in line. It usually proves a remarkable deterrent! Here, kids are under their parent's strict control and supervision until they reach the age of 21. Elmwood has its own laws in favour of corporal punishment. In this town over-zealous party-goers and shoplifting teens are punished by a spanking ... and Terrie is to be punished for something that is not her fault.
